Capital improvements and total use variance approval pave the way for sale only eight months after acquisition.
FAIRFIELD, N.J., October 6, 2026 — Legacy Real Estate Developers has completed the sale of 611 Union Boulevard in Totowa, New Jersey, a 26,630-square-foot industrial and flex property acquired earlier this year and repositioned for its new owner, Noor Food Manufacturing.
The transaction marks the successful completion of a value-add strategy by Legacy Real Estate Developers and its joint venture partner, Commerce Park Investors, which acquired the property in February 2026.
Howard Weinberg of JLL represented the seller in the transaction. Aron Fulop of Ridge Stone Realty Group represented the purchaser.
Noor Food Manufacturing provides B2B food manufacturing services including dry roasting, coating and flavoring, dicing and processing, private-label manufacturing, repackaging and custom formulation. The family-operated business is relocating from Clifton to Totowa.

The property is located in a hybrid commercial-industrial zone where Noor Food Manufacturing’s proposed use was not expressly permitted. The property required a total use variance, which was required before the company could operate at the site.
Rather than make the zoning approval the buyer’s responsibility, Legacy and Commerce Park Investors secured the approval and covered the associated costs. The added commitment extended Legacy’s role well beyond the traditional scope of a property sale and provided the purchaser with a clearer path to its intended use of the building.
“This is a great example of what we mean when we talk about adding value,” said Peter Feldman, President of Legacy Real Estate Developers. “We didn’t simply buy a property, improve it and find a buyer. We took responsibility for solving an issue that could have stood between the buyer and its ability to use the building. We understood the process, we were confident we could navigate it and relieve the buyer of the cumbersome responsibilities that come with going through it.”
GOING BEYOND THE BUILDING
The process itself can be lengthy and involved. The application required approximately two to three months to reach the Board of Adjustment calendar, underscoring the additional commitment Legacy and Commerce Park Investors made on the purchaser’s behalf.
“The variance process can be tedious, and there are a lot of pieces that have to come together,” said Feldman. “A lot of sellers would simply say, ‘Buy the building and handle the approvals yourself.’ We’re willing to go further. When we’re confident we can make something work, we’ll take on that process and help get the buyer where they need to be. That’s part of the value we bring to a deal.”
“This project required us to look at the entire transaction, not just the real estate,” said Roy Pascal, Principal at Commerce Park Investors. “Improving the building was one part of it. Understanding what the buyer needed, working through the municipal process and getting the property to the point where that business could actually operate there were equally important.”
The sale represents another successful execution of Legacy’s strategy of identifying underutilized commercial properties where improvements, local market knowledge and hands-on problem-solving can unlock additional value. In less than a year, the partnership acquired and improved the property, navigated the municipal approval process and completed its sale to a new owner.
“This is exactly the kind of transaction that demonstrates the strength of our philosophy,” said Feldman. “We saw an opportunity in the property, made meaningful improvements, worked through a challenging approval process and found a new owner that can put the building to productive use. It worked for the buyer, it worked for us and it brought a new business into the community.”
“Every property presents a different set of challenges and opportunities,” said Feldman. “The key is having the experience to recognize what needs to be done and the commitment to see it through. This transaction is another example of how that approach can create value not only for the parties involved, but for the communities where we invest.”
